Theories” are instructed. In the course of study guidance, junior high school P.E must be taught for more than three hours, and in high school it must be taught for more than six hours. However, the content and number of hours are insufficient and many problems exist. 　In this study, two surveys were conducted. The first one was a policy investigation. and the second an interview with teachers.
