The fear of radiation contaminated water from the Fukushima No.1 nuclear power plant was overcome. While there was no obvious winner, Tokyo in the end received the rare opportunity. Tokyo, having learned the lessons from the failed bid for the 2016 Olympic Games, used a strategic lobbying campaign.
