          <datacite:description descriptionType="Abstract">The term,‘Chiiki Sport’describes sport played in a local region or community. In European countries, sport was a physical activity played in local regions and communities, so there is no point asking what‘Chiiki Sport’is. In Japan, sport was imported from overseas and had been used as educational tools or cooperative advertisements. In this way, sport did exist in political and economical circles, not anything enjoyed among local citizens on a daily basis. In addition, globalization created vast changes on the local region or community. In the globalized world, local areas segmented by the traditional or political borders come to expand and experience a new dimension of the localities with the help of modernized transportation and information technology. The definition of‘region’or‘community’should be reconsidered prior to discussing the local area where sport should be played. According to several sociologists, local communities were dismantled, which is quite a critical situation because the community is an indispensable unit for human life. How to revitalize the community is a key political topic to solve different social problems such as recent higher crime rates or isolated families/persons in Japan. Sport is recognized as one of the main avenues to accomplish this mission. The Ministry of Education, Culture, Sports, Science and Technology（MEXT）in Japan is currently working on a project named‘Basic Plan for the Promotion of Sports’. The target is creating at least one Comprehensive Community Sports Club in each municipality（city, town, and village）. An area envisaged by the Ministry as unit for a community is a junior high school district, which is convenient for municipal administrators, but not for grassroots sporting persons. Additionally, a sport promotion policy has not existed in Japan, because MEXT’s focus had been on physical education mainly based on the school curriculum. The programs related to the physical activities promoted by the municipal governments are categorized as education and the department of education is in charge of organizing and administrating them. The lack of philosophical background of sport is a major obstacle to promote real sport in the community. To solve this inconsistency, a few suggestions are made examining the case study of the Seta Rowing Club（NPO）which was converted to a comprehensive community sports club.</datacite:description>
